The First Sea Port Concession Agreement in Ukraine Has Been Signed

On June 26, 2020, in the presence of the President of Ukraine Volodymyr Zelenskyy, the Ministry of Infrastructure of Ukraine, represented by the State Secretary Volodymyr Buchko, SE “Ukrainian Sea Ports Authority” represented by Acting CEO Oleksandr Holodnytskyy, Risoil-Kherson Project Company LLC, represented by Director Vladislav Talakh, and Risoil-Kherson LLC, represented by Director Shota Hadzhishvili, signed an agreement on the concession of the Kherson sea commercial port.

According to the agreement, the concessionaire company Risoil-Kherson LLC, which has the exclusive right to construct, build and manage the Kherson sea commercial port for the purpose of its modernization and further development, is to invest about UAH 300 million in the development of the port.  In addition, more than 18 million will be invested in the local infrastructure. The concession period will last 30 years.

The project was developed on the basis of IFC’s progressive experience in preparing concession agreements and public-private partnerships, which achieved high results.  The Kherson sea commercial port will be modernized with the support of the consortium Risoil S.A. and Georgian Industrial Group, which won the tender.

The implementation of the project is to contribute to the economic growth of the country, develop its transport infrastructure and expand exports.
